The National Peace Accord – National Peace Convention

Whilst South Africa’s transition from apartheid to democracy was not as peaceful as is often thought, the National Peace Accord (NPA) was critical in reducing the violence and providing a safety net for the negotiation process.

The NPA was signed by all major political organisations at a conference held at the Carlton Hotel in Johannesburg on 14 September 1991. The Pan African Congress (PAC) and Azanian People’s Organisation (AZAPO) attended the proceedings, but refused to sign the accord, while right wing organisations refused to participate in the session.

The PAC and AZAPO endorsed the accord but declined to sign the agreement because they did not want to be part of any structure that included the government.

The peace accord called on all political parties to end political violence and lay down their weapons to create an environment conducive for free and fair negotiations. The PAC and AZAPO were not convinced that the political environment in South Africa was conducive for liberation armies to lay down their weapons.
